No. Under actinic light you might excite some fluorescence and that will alter the appearance of the coral. Also, the extreme blue is hard to completely correct - the colour shift is just too great. You will be introducing colour artifacts.
I agree. Different spectrum of lighting is going to produce different colour, regardless of WB. That said, cameras really struggle with blue lighting up in the range our tanks are lit up (e.g. up around 20,000k). Take a look here:
