white blotches on fish head

hi ,i know it is a vague description.but any help will be appreciated. about a week ago i noticed white/silver blotches on the head of my juv. alantic blue tang.it started after my pump broke and had to send off for a new one.when i turned on the new pump the tank turned cloudy probably from what was in the plumbing sitting stagnant.i emptied out as much of this water as i could before starting the pump,but i think that the ribs of the tubing held onto some water. sorry i dont have a camera
