White Stringy Thing In Eye

I have had a Powder Brown (White Face) for 2 months or so. I added a small Sailfin and Flame Fin tang about a week ago. The Powder Brown went nuts and went after everything in the tank. I freaked out and removed the rock and caught the Powder Brown and put him in the sump. I was going to reintroduce him hoping for better results (he would be the new guy on the block now). When I noticed he had a white hair type object protruding about 1 mm out of the center of each eye, in addition to the hair his eyes were also a little cloudy. I went out and bought a hospital tank gave him a freshwater dip for 8 minutes and then put him in a tank with copper sulfate. I used copper sulfate because it kind of treats most diseases from what I can tell. I am struggling with what he has though. I haven't seen or heard about anything close to what he has. Anybody have any advice? I am now leaning toward a fungal infection. What do you guys think? All other fish appear okay at this point.
