You also cannot forget that is total wattage and not all of it goes into the bulb. The ballast inefficiencies and heat make up a portion. Nothing is 100% efficient. If one ballast pulls 500 watts that could get mean it is terribly inefficient and not really overdriving the bulb to what one might think.
The harder you drive a bulb, the less blue you will get. However, overdriving the bulb is also supposed to shorten the bulb's life. If you're asking about how many watts it takes to get specific shift in the spectrum... beats me. :lol:
