Why do My Snails/Hermits Hibernate"/

Impossible

My tank is still cycling with okay peramiters at best, but no of my CUC has died. However they do this like hybernating where the wont move or anything, even if u move them and then anywhere from a couple days up to a week later they will start going again, and gorge themselves on diatoms, and algea, then they will start the same process again.

If your tank is still cycling (detectable ammonia or nitrite and/or a nitrate spike that hasn't died down yet), then the params are not ok for inverts. Just because nothing has died yet doesn't mean that the animals aren't being stressed. It's not unusual for large snails to eat a lot and then rest for a bit, but you the hermits are doing this too, which isn't normal. It would be useful to know exactly what the numbers are for your water.
