Why oh why is my bubble tip anemone not doing well??

I attached a picture of my rose bubble tip anemone to show that it's not doing well. My tank is a 55 gallon starter tank and I will be moving to a 180 gallon this spring. My water parameters are: Ca 420, alk 9.5 dKH, sg 1.026, temp 77, pH 8.15, Mg 1300, PO4 No kit reactivity, NO3 0.1,. My tank is established for more than 3 years. I have a mix of lighting conditions (LED strips mix of 12000k and 445nm blue, 2 ocean blue T5 HO 54W, one 18000k 55W T5 HO GLO) and as you can see can maintain acros and porite SPS that require strong lighting to be maintained. The bubble tip can more anywhere, it can go to strong current, high light near the top, it can move to lower current areas with less light. It has every condition at its disposal and yet it picked a low flow spot near the sand bed. I offer it would, small meaty bits that won't bind to the tentacles.
What the heck?????? Is there just some species that have your number? That for whatever reason you just can't maintain no matter how hard you try? The anemone is in the lower bottom-middle of the picture.
