Why? What? How? Help!!!!!

This stuff came within a few days and looks terrible and I am sure isnt good for the tank. the tank is 10 weeks old. levels are ok. hat do i do to get rid of it?

It looks very pretty and edible. Do you have any herbivorous fish? A Tang or Rabbitfish would probably make quick work of it.
