Wild weed

Dear all,

My friend's tank has this weed over a year (please see picture). He removes manually every other week but it still re-grows there and now spreads more.

What is this weed? How to eradicate it?

Assuming those orange leaves are supposed to be green, that looks like Acetabularia aka Mermaid's Wineglass. If your friend is willing to throw a handful in a priority box I'm interested in paying a few bucks. Got it once but it died during shipping.
