It would not eat the algae as a food source, but I have seen such starfish consume seagrass blades and other frondous algae and assume that the starfish is actualy after the invert life that has settled upon such surfaces.
The chocolate chip starfish we have in our tank at work is a monster...eats almost everything it can...not sure about the chaeto though, as we don't have it in the main tank...
Yes, they are monsters but will not eat algae that I know of. Best to keep them in a sump if you have one. Get a couple, cut the leg of one then feed the leg to your Harlequin. The starfish will regenerate.
