wolf eel mating or aggression?

I have a 65 gallon FOWLR in which I've had a female green wolf eel for a few months. I recently put in a male and was wonding if what I am seeing is aggression or some kind of mating ritual. When I first put in the male, the female swam straight to him and they both laid next to each other "shaking." I got really excited because they looked like they were interacting positively with each other. Now, however, it seems the female is chasing the male around still doing the shaking thing. I havent seen him do it since and every time she swims up to him, she shakes and he takes off to anywhere else in the tank. It seems like aggression. Has any body else seen this? Is it aggression or normal dottyback behavior? I will probably stop at the LFS and get a little more rock so he has his own territory if that is aggression.
 
Yes one (the male) is insanely green, almost a neon green, with tiny white highlights. And the other is a grey/brown with dark brown/maroon highlights.
