Would a 3 gallon quarantine tank be big enough for 2 inch fishes, one at a time?

That is an expensive risk not to just upgrade to a 10 or even a 20 g QT. How often do you want to do water changes?

Space is an issue, I'd like to keep it in my stand. I would do water changes everyday.

clowns, wrasse, goby

Clowns - depends on species. Ocellaris or Perculas would be fine, anything else might be sketch depending on size.
Wrasse - depends on species. Fairy/Flasher would probably be fine if smaller. Not much else will work.
Goby - Probably fine.
