Since this is resolved, I want to sidetrack a little.
Since it's for a frag tank and since it doesn't have to be pretty, why go with higher kelvin bulbs/actinics? Don't coral grow better (though look less attractive) under lower kelvin bulbs?
I would say that it would really depend on the total lighting. there would have to be some point where the amount of light wouldn't matter. If he puts a rack in the tank to push them to the top of the tank.
With the zoathids that he is growing as well I would say that the amount of food in the water would be a larger part of speeding up their growth since he will have a pretty decent amount of lighting.
If he is going to use this frag tank to make frags he wants to sell the tank setting would need to be optimal for the looks of the coral...Looks Sell...lol...and if he went with a lower over all K value he would need a separate tank for coloring up the corals or at the least a second set of bulbs.
I would also put out there that a lower over all K value would much more benefit LPS and SPS rather than soft corals as they use much less intense lighting for growing purposes, although still able to sustain life in high light environments I have found that Zoanthids color much better in lower light than in high white light.
