Can anyone offer any advice on where to buy a HOB refugium? I have a small 25 gal tank - Thanks!

You could build one from a HOB freshwater filter, there are lots and lots of threads on here about how to do that. Save some money

I bought mine a year ago off Ebay. Good quality, came with light and pump. I also bought some cheato macro algae off Ebay.
