WTH is this?

Bought my biocube from someone else. I took out the bio balls and the stock pump. All over them are these hard worm and shell looking things. And I had to clean out a lot in the bottom of the chambers. What are they?

A sign of good bio diversity... mostly tube worms and other filter feeding organisms...

Nothing to be concerned about. Just might want to be a bit careful when cleaning out around them or whatever because they are rough enough to scrape you.

Are they supposed to be hard or does it mean they died?

Some types build a calciferous tube around themselves. The worms themselves are dead in your case.

Sit the pump in some vinegar and water if they bother you. The tubes will dissolve.
