Yellow tang with black dots on him looks like ick

I am not really sure what it is it kinda looks like ick but it is black and not white. I had a yellow Tang a while back in the tank and he came down with the same thing, and no other fish in the tank have it not the powder blue or the blue regal tang have it. Now i just got a new yellow tang and he has gotten it too and has only been in the tank two days and already has it. he is eating and acting fine but if u look really close u can see the spots. What could be causing this and what can i do to fix it?
