Yes or no?

The flow through the phosban need to be really slow. If you can get the flow correct then it will work. However, the TLF phosban reactor is an inexpensive, quality product. IMO you would be better of investing in one of those and just run carbon through the fluval.
 
I can get a used fluval cheaper than buying two 2 reactors and a powerhead. I didn't give any thought to the flow being too high in the fluval.

Can carbon have high flow through it?

Does Phosban have to have low flow through it?
