Take a wire, strip the ends. Clamp one to a ground like a water pipe. Hold the wire by the insulation and dip the stripped end in the water, thus creating a circuit from water to ground. If the GFI blows, its dangerous. I would say replace the pump anyway but interested to see if the GFI works. I have had cases where the voltmeter is registering galvanic action from the salt water but that's only a volt or two, not 25.
