Your tank should be fine for a pair. Lawnmower bleny is a herbivore and does not compete with Mandarin for food. Try to get a pair. The Mandarin mating dance is sooooo cool to watch.
You may wand to add a pile of small rubbles in the tank or in the refugium. Many of us call this a "Pod piles", a place for these creature reproduce without being prey on by the fish.
The feedback I have heard from local club members is that they are hit or miss (like other mandarins). Just because they are ORA doesn't mean they are going to eat frozen. The positive "sure" thing is that they are not wild caught, I suppose.
