Clowns don't need anenomes to survive budy. I have a tank bred Black Occellaris clown in my 12 gallon and she is veyr happy. They don't need aneneomes to survive. IMO a 12 galon is too small for a wrasse.
 
I already have a black ocellaris pair in my 60 gallon reef. And they're doing great anemone-less.

Yeah, 12 is a little small for a wrasse. A yasha haze/yellow/ or hi fin red banded goby with some type of pistol would be cool. You could also try some sort of cardinal. Im trying to think so some nano non reef safe fish. Becasue if your doing a fowlr, get a fish you cant keep in a reef. But I keep coming up blank. Dwarf angels get too big.
