2 cinnamons and 2 percs in 300 with 13 carpets. Possible?

No way for there to be an answer to this. Clowns have different temperaments some are mellow and won't care and some will go thunderdome and kill all other clowns. Multiple pairs are playing with fire. You may or may not get burned.
Granted the multiple anemones and the large tank size help but still playing with fire.

Cinnamon clowns tend to prefer BTAs to all other anemones and percs will prefer gigantea carpets over BTAs.
If you give the cinnamons a BTA garden on one side of the tank and the percs a few gigantea carpets on the other side, you will improve your chances of keeping them together. It doesn't mean it will work, but your chances will be better.
