What kind of clown is this (It was sold to me as a Sebae but some people call it a Clarki)

Also what are the black dots on his body? No anemone or other stining corals in the tank.

That's a Clarki.
Dots could be parasites.
I'd QT him asap.

u have no zoos in your tank? black spots on clowns are usualy caused by rubbing in zoos.

Ive heard of black ich as well, but it doesent seem very common

I have a ton of zoa's, palys & botton polyps in my setup. I am hoping that is it but will look into the parasite thing as well.
