3 gallon jbj pico tank for dwarfs

Yes, you could keep two pair in that tank assuming everything is done according to recommendations for dwarf seahorses.
 
Really? Two pair in a 3 gallon?? I thought one of the reasons the dwarfs are difficult is the near continuous feeding required. How would one maintain water quality in a tank that small?
 
If everything goes according to plan, you will quickly outgrow that tank. Speaking only for myself, a 40liter tank is a much better choice. Follow by a 20liter as a distance second.

The pico is possible if you keep on top of things. If you are the type to let things slide, then it will quickly go pear shape.
