6095 stopped working

I have a 6095, about 6 months old, that has stopped working. I assumed a snail or the like got stuck in there, so I disassembled and cleaned all the parts. When the pump returned to the tank, it still won't work. The prop blade hesitates or shifts slightly, when it cycles on, but that's about it.

Any ideas would be appreciated. Thanks.
