6100 alarm tone

I have a 6100 that makes a continuous alarm tone and the impeller doesn't move.I changed the transformer puck and impeller with known good units and the nothing changed.Is there some multimeter measurement to test the motor block or is it safe to assume the motor block is defective.

I would assume the motor block is defective if you cannot get it running with a new drive unit and all parts have been installed.
