700 gal tank ...need answers to my q's

Hi, i am going to be getting a 96x48x36 tank. and need to build an overflow for it in the back of one of the longest sides. my questions:

what size drains do i need? how many of them? what size or flow of a pump do i need from my sump? i am going crazy how to figure out how to prevent more water coming into the sump then there is leaving it? what size pipe or pump for the sump?

but what if more water is pumped up and returned to the tank then there is water draining to my sump?

is there a way to make the water coming into the sump and water leaving the sump equal? if its not equal wont i get a flood or a lack of water in the sump? how do you guys with the big tanks do it??!!!
