7095 Controller Settings ??

Just got our 7095 controller hooked up to 2-6100's. My question is with the pulsing mode. In the book is says that when on this setting it will vary the power of the pumps between the upper and lower setting, but when it's running all I'm seeing is the controller going between 30% and then right to 100% and then back to 30% and so on.. Is this what it's supposed to do? I was under the impression that the controller would VARY the flow (sometimes 30 sometimes 60 sometimes 80 ect.). Please let me know if it is working correctly or not. Thanks.

It is supposed to do this. The pulse is alternating (by a user-defined number of seconds) between the high (1a/2a) and low (1b/2b) power setting.
