9010 troubleshooting

I bought a used 9010 skimmer and have it set up for the sump application with the sliding cover with suction cups installed and outlet pipe. It is sitting in between 9" and 10" of water. Its foaming like crazy, but within minutes the collection cup is full of water and running over even with the adjustment screw completely closed. Is there something I can adjust or things I need to examine? thanks
 
Is water exiting the pipe and the hole in the back of the skimmer? It may just be the water conditions, it may be a technical reason.

yes, water is coming out the top of the stand pipe and is also coming out the rear port. I noticed the thump screw seems to get very tight about half way in. is it normal for it not to screw completely in or is something to check out? this is a brand new tank with dead rock, dead sand, and RO salt water.
 
On the newer 8mm screw skimmers (older was 6mm), it doesn't go in completely. I think this is just a symptom of being a brand new tank, give it a few days. Typically the suspended sediment and new slat makes any skimmer go crazy.
 
Thanks for information, that makes sense. I"m really happy with it. Its totally quiet and produces really thick foam. I'll give it a while and see what happens. Thanks
