96w ballast powering 65w bulb?

Im looking to put 22" bulbs into a hood of mine and i have a 2x96w ballast.

i was wondering if i could power 2x65w 22" bulbs with the 2x96w ballast without damaging the bulbs or ballast.

Why not just put 96w bulbs in it?

its going to be over a 24" tank which i cant find 22" 96w bulbs. Plus 2x96 over 15 gallons is a lil much...
