A grounding probe allows a path of least resistance, therefore allowing the current to travel thru the probe rather then the body part you have currently jammed into the tank. But you shouldn't have that much current in your tank, and if you do, you need to find where it came from and fix it!

You don't have to change the ballast right away. It will still kick out about 160-190w of power to the bulb. The only downside is that sinice its a 250w bulb, it isn't powered fully and its color temp is going to be off (read, you will have a yellow looking tank) However, there are some people who got a ballast that was pushing a true 250w to the bulb. If thats you, then you can pass replacing the ballast. I would base it on if you like the color you are getting from your stock bulb, if its the 15000K it should be bright white with a hint of blue.
