apex help heaters wont come on

hope you can help. I just got an apex last week starting to set it up. only thing my heaters wont come on. 1st and how i like to have it was 2 heaters on one outlet. well that didnt work next i tried put on each on its own outlet and that didn't work.

this how i have my EB8 setup
1. dual 250W ballast
2. single 250w ballast
3. open (tried 2 heater here didnt then went to one still not turning on)
4. open (tried 2 heater here didnt then went to one still not turning on)
5. reefbrite led
6. open
7. campy fan
8. open

Ive seen someone on here put there MH on 4&8 outlet. I was told not to by the person that sold me the apex.
also im goimg to add a return pump, sump light and vortech to this EB-8

Zef, Did you turn the heaters all the way up as high as they go and then set the temp on the Apex? Also the language must have the temp desired and then on when below statement with a Hystersis set. I think?
Zach or Rick may be better at these ????

yeap i did all this even did a manual on and off even set that outlet as a return pump and manual turn on and also didnt work.
