That's one of the dimmest overall programs I've seen. I wouldn't say it's too much light. Especially with having them 12" off the water. But I would suggest not having whites come on until the 11am time slot. Also, it's possible the moonlights all night are adding to algae growth. I'd probably give the blue and royal blue a boost during the middle of the cycle.
But to be honest, algae is a part of all reef aquariums. Cutting back the light to curb it might do more harm to the corals than its worth. Work on other means of control like water changes, chemical filtration like carbon, GFO, and the likes, use RODI water if possible and try to limit organic buildup. Clean up crews can help. As the aquarium comes into balance, you should see less undesirable algae.
