are both of my clowns female?

so I've got a pair of black snowflake clowns and they've been together in the same tank for probably 6 months now. Neither one showed much aggression towards each other until about a week and a half ago. I know its normal for the big one to be aggressive towards the small one when they're working out which one is going to be the female but now the big one has really been going pretty hard on the smaller one. Just about every fin on the small one is ripped and I've been reading that the sure way to tell if they're both female is when they lock their jaws together. I saw a video of two clowns doing this on youtube and mine are not locking jaws but the little one has been standing its ground and they will just stare at each other for a couple seconds each time with their faces very close to each other and then sometimes it looks like their faces touch for a split second but there has certainly been no locking of their jaws. The little one has been doing the shuttering towards the big one a decent amount too and i even saw the big one doing it towards the small one a couple times as well.

My question is does this sound like normal behavior or could they both be females? and another one will they for sure lock jaws with each other if they're both females or is there a chance that they wouldn't lock their jaws together?

Excessive fin tearing is when I pull them apart, even if they are not both female sometimes females will just not accept certain males.

my lights are already off for the night but i got this video of them while only the actinics were on so its pretty blue but you can see them going at it. i haven't uploaded any pics or videos on here in a while so hopefully this link works.

Ok that's what I'm hoping is happening and then would you think think there's any way they could both be females and not locking mouths?

Also would you happen to know if it's normal for them to take as long as they did to go through this agressive phase? If they are introduced to a tank before they are sexually mature will the agressive phase not start until one is old enough to turn to a female?
