Are my lights bright enough for a few macros?

I have a 29 biocube, and I'm wondering if the regular lights are bright enough to grow macroalgae. I'm probably just going to have three species; Caulerpa prolifera, Gracilliara (maybe several colors), and Dragon's tongue. The stock bulbs are "36W 10K Daylight" and "36W Actinic 03 Blue", although I don't really know what that means...
Oh, and do you think those lights will be enough for a few mushroom corals?
 
Forgot to mention, this is for a display tank. I don't want the algae to go absolutely nutso, I just want the algae to be happy and grow a bit.
