B&W Clown Flow Question?

I have had this pair of black and white ocellaris for going on a month, and they always stay at the top and back part of the tank. They have never swam around any other part of the tank and constantly seem to be fighting a current. I have a 40long, not breeder, and have three maxi-jet 900's. Is this too much flow?

more like the wrong kind of flow a maxi jet is a Jet stream not wide dispersd flow
also try getting something for them to host
they take allot of time to trust the tank

There is a frogspawn(softball size) that they can host in it or I have heard of zoas even, also I was thinking of a Hydor FLO Rotating Deflector?
