baloon like stalk in colony id needed please

Difficult to ID from the picture. It could be just valonia algae (covered with coraline) that you can just remove by twisting careful not to burst it as it is filled with spores. It could also be a tunicate but most tunicates have a gelatin like apearance and have at least one inlet and outlet hole for filter feeding.
 
Thankyou for your reply. So far it looks like a sea grape , it is translucent and very thinned at the base. I am not sure to pick it or leave it.
I will chek out your ID possibility as well. Thankyou!

It is a variant of commonly called bubble algae. Although it is not prone to invade and is relatively easy to remove manually, I would take it out, again careful not to pop it out before it matures and releases the spores.
 
make sure you pop it outside of your tank, scrape off the remains then dunk it a couple to times to rinse the rock in old tank water..
 
I took it off like a tick on my skin.... it already had another tini polyp growing along side the base....lima bean shape as well....
