Best fish for a 10g reef?

This tank will not have a lid. It's rimless will not be covered. So, no jumpers. I've seen many people with 2 clowns but I think 10g is a little small for clowns. I would like more than one fish but I don't want to have too much of a bioload either.

I was thinking maybe one small black percula if anything as far as clowns go.

Maybe a yellow tail damsel.

I know that gobies are good for this size but I want something that will be very active with lots of character and will swim around a lot.

I'm in the process of doing a pico, and my stocking list is a watchman goby, pygmy (pink streaked) wrasse, and tailspot blenny.
