Best way to clean a dry tank before starting up

So I bought my tank in April. I then decided to go on vacation for a month and then move to a different city. I'm finally ready to add live rock in November. My tank is dirty from being in storage. Dead bugs and all. Should I just give it a rinse with RO water? Or something different?

straight water, then straight white vinegar, another rinse, and if you have any chance of tapwater surviving into your first ro/di water fill, say, in a rinse of sand, use Prime.
 
If it's just dirty you don't necessarily need the vinegar. If you have dead coralline all over the tank then yes, vinegar.

I bought my tank used and filled it with hose water and about 5-10% vinegar and let it run for a few days. Over those days was able to scrape lose all the dead coralline build up and tank looked good as new.

It's a new tank. Just been in storage for a few months
