Brian everything that govt does makes sense to them... If you look deep enough you will find the real reasons things are done.
Seatbelt laws are about revenue. The law is easy to enforce and generates a LOT of money for the sates who adopt it. The laws are easy to pass becuase they appeal to most peoples common sense (and therefore the fines don't seem as much like a money grab by the state). Seatbelts are proven to save lives... Most of the laws follow the Federal standards and are hard to fight on a constitutional basis.
This state (PA) is well known for traffic laws designed as revenue generation tools disguised as safety measures. The headlights in construction zones is another examlple. The state would have you believe that motorists have spent years mowing down construction workers. The fact is that the only time a PA construction worker was ever mowed down, was when the guy in that dump truck had a heartattack and ran through the barriers a few years back. Headlights would not have helped

The rest of the job site accidents have all been BY CONSTRUCTION VEHICHLES MOWING DOWN THEIR OWN LABOR CREWS! However, tug on a few heart strings, post a few "my daddy werks here" signs and you can convince people that new laws need passed to keep people safe (who were never in danger).
Shall we mention the artificially low speed limits throughout our state or the speed traps that speckle our entire region?
Vehicle inspection? What a scam! Worse yet the emissions testing (one of the biggest scams ever foisted on the PA taxpayer). Remember your car has an emissions tester built in, that is what the check engine light is for. (side note: most garages lose their asses on emissions tests, it's only the state that makes out. They only do emissions testing to be able to compete with the guy down the street who offers them also. You will not find a garage that WANTS to do emissions testing).
Back to helmets:
Helmets have a lot of controversial data that shows benefits and in many cases negatives. HOWEVER none of this has antyhing to do with the law. There is no revenue in enforcing a helmet law (people wear them when it is the law because it's to easy to get caught if they don't. Additionaly, there really are not that many riders, and many of them DO wear a helmet regardless of the law). It appears that the truth about the PA helmet law is far from what the Gov wants us to believe (that he is for personal rights and a champion of free choice ... remember the seatbelt law he won't speak a about when asked?).
In a nutshell the PA helmet law was unconstitutional and they were getting attacked bigtime with a lot of big money from lobby groups. Instead of spending a LOT of money fighting the lobbyists in court (remember there is no revenue in enforcment so why fight for something that earns nothing), the sate simply skirted around the whole issue AND sized upon an opportunity to paint the suits in charge as champions of the little guy. You can't sue them for not having a helmet law, but you can sue them for trying to enforce an unconstitutional law. In other words it was not a matter of giving people rights, but rather the fact that they were about to spend a lot of money to be told they didn't have the authority to dictate those rights. Most voters that don't ride could care less about a helmet law and those that do ride only care if they are told they MUST wear a helmet. The "pro helmet" camp is rather small and not worth the trouble to pander to. The helmet law could have been ammended to follow the federal guidlines, but that would have also been a waste of money (remember there is no revenue in a helmet law) and earned NO friends (instead most current helmets would not meet the standards and the effect would be to **** off more voters than you made happy).
FWIW, I (like a moron) used to cruise at near 200 MPH on a GSXR 1100 (V & H pipe and stage 3 jet kit) with no shirt, no helmet, shorts and flip flops. Somewhere along the line I have realized that it was not a smart thing to do... I don't ride bikes anymore, but would surely wear a helmet and appropriate clothing.
