Bio Cube Question

May be a simple, or possibly stupid question, but should the second chamber on my 8 gallon Bio Cube be full or only partially filled with water. Can't find my booklet on the cube, and am just curious as to what the water level should be in that chamber. Thanks for your time.

In my nano there are 3 chambers, the first one (where the water goes into the back chamber) is usually pretty full and it goes down a little in the middle chamber and is even lower in the return pump chamber.
