Black and white male from pair breathing heavy

So I have a pair of black and whites I got from another reefer , have had now for about 3 weeks , they have been doing great ! Eating , colors Etc..... The last 2 days I noticed he's been breathing very heavy ?? Other fish seem ok ? Female , sunburst anthias , green chromis , fox face ? he has stopped eating as well , i had a regular clown do the same thing a few weeks ago and that ended up dying ? something in clowns ? any ideas ? suggestions ?

I am dosing vinegar to reduce po4 and dripping kalk .
How do I know if I'm depleting oxygen in tank ?

You could use an ORP meter to check oxygen. You are running a skimmer right? Need one for carbon dosing to remove the nasties and keep the oxygen up.

yes running a skimmer , bio load is very low
