blinf puffer.......need help

this is my second puffer to go blind.
This one is a juvi.

my water parameters:
specific gravity: .25
Ammonia: 0
nitrite:0
nitrate: 25
PH: 8.2

He is in a 40g QT tank with about 30lbs of LR and a Coralife Superskimmer 125.

I bought him 3 days ago and have not been able to get him to eat.

any suggestions?

His eyes are covered in a white film and he appears to have breathing heavily.

is he alone in the tank? was he eating at the LFS?

stupid me I bought him at petco.

The only other live critter in the tank is a snail I was hoping he would eat.

i have seen porc puffers at petco looking like that, are you treating him? the eyes could be from netting,ick,bacterial

I agree with Arizona, there could be many items that might be wrong with this guy.

THe best thing would be to get a pic and post it for other to know exactly what your talking about.
