Blue Tang with white puss on top fin

So I bought a blue tang online. He is in my quant tank. Received it today but it had a white puss like area on top of him. Anyone know what it is and what I need to cure it? Also he was scratching himself against rocks and I know that is a tell tale sign of ich.
