Cherry Shrimp are a dozen for 6 bucks around here, and you can start off with two dozen and they'll multiple really fast. Get some java moss and natural plants (java moss is the chaeto algae of freshwater tanks) and you'll have the perfect breeding ground. They don't even need a filter or HOB, just do a small water change regularly. You can keep a decent colony in a 5g or 10g tank, I have done it myself.
