broken light

My retrofit kit will only flash once and then it doesn't turn on. I've replaced the ballast and checked the bulbs. Any ideas will be helpful.

The t5 kit came from bulk reef supply. I've had it for a year.

Checked the wiring? Any loose connections? Put a multi-meter across different sections and see if anything is reading high/open.

Ballast is bad or wired wrong.
