kudos for bush, that's one of the few acts to help preserve the reefs, he is one of the few presidents that have done anything about that, but it does show how much the US asserts authority in the world. and that is a problem, as in the opinion of Jacques Cousteau, the ocean should belong to no one, which in a literal term it doesn't, but there should be a worldwide council on such a thing, and there aren't enough politicians who could care.
