Can I fill the OF with macro or marine pure?

My drain pipes are at the top of the weir, so I get 20" of water than doesn't circulate much and I get a lot of detritus down there. I thought I could fill it up with either rocks, or marine pure or even sand. If rocks I'dd put some hermits in there and it it's sand I'd put nassarius snails.

Yay/Nay?

Detritus will still collect if you fill it up with sand or rocks. The only thing the sand/rocks will do is make it more difficult to remove said detritus.
