You can add them to the tank, but you should add the fish at night or when there is no visibility. This will help let the tang adapt to the new environment while resting up from the trip. Less stress = less death.
PBT will attack almost anything that comes into the tank.
I agree with the tank size. that Blues are swimmers and the 4' length just wont quite cut it in the long run. if you get a small 2" or so specimen, you could be ok for a while. the chevron will be the more docile of the two. Make sure both are added at the same time. QT them both first. PBT are stressed easily and can ICH up if they have it.
