Can you cycle a new tank with 1.009 salinity

I am rebuilding my main tank and currently doing hyposalinity on my fish in qt.My main tank rocks is curing with fresh water to cure the Portland cement used to bond my rocks together its been 3 weeks now and another week to make sure its fully cured.

Anyway I am planning to let it run for another few weeks with salinity of 1.009 in the next few weeks, my question is will it cycle properly?

before I add single fish so it match my qt tank. Then Let it finished the 8+ weeks ick cycle.

Will that cause a problem ?

If you plan on keeping your tank hypo for long term than go for it, if only short term I'd suggest not. I'd be treating the fish via copper in qt and re start new tank at full ocean salt.

I'm not really sure what your trying to accomplish or what an ich cycle is. If you trying to do a fallow period in hypo & complete a new cycle, I would suggest bleaching everything involved, then start over at normal levels. While that all cycles them you will have plenty of time to properly quarantine whatever fish you have. Much faster-easier in the long run. Also, hypo never works. I never see any hypo success threads, only failures. And there are so many other parasites than ich that you elk kill with copper, it is easier & worth it imo.
 
I'm not sure at which point in salinity the bacteria is different. Fresh & salt are different bacteria, I would guess brackish is? Don't know. I assume this is what you're really asking.
 
Its not if you give in and qt properly from the start. Fixing the mistakes of not using a qt, is a challenge and not fun.
