There is so much to it that one could write a book just for the subject.
Generally speaking, assuming that the advice is a for a beginner, I would suggest to get the best skimmer you can afford.
All my systems aways have skimmers.

if you do lots of water changes you will spend more money and time on the long run body. and you will not have the results that skimmer do

He'll use natural seawater, probably free.
But it doesn't matter. Skimmer shouldn't be replaced by water changes in closed systems anyway.

To answer your question:
We could maintain zoanthids in tanks without skimmer for a long time, yes.
And you shouldn't need water changes every single day either.
We could keep fishes, corals, jellyfishes, whales without skimmers...
The system wouldn't be as good as if it had a good skimmer running 24/7.
Again, water changes will never substitute skimmers.
To tell the truth I personally believe there is nothing you can do that would substitute a good skimmer.

This is what I always tell people who ask me about skimmers. Yes you can run without a skimmer. But you are better off doing one and over doing it if you can afford to. Yes you corals can do "just fine" with just weekly or bi weekly water changes, personally that's what I do on my tank. It does work but things will be thriving with a good skimmer.

I'm not trying to proof anything here.
Nor even trying to begin a crazy discussion on the subject, but...
There is a lot to what you've said. Many variables will apply and skimmer is not only related to fish poop.
You can have a full system running with no fishes and with invertebrates, and still have a great skimmer removing tons of junk.
Sorry, that's not simply what happens (fish <=> skimmer).
Depending on the water he uses, that itself will make the skimmer to go crazy!!!
And once more, the skimmer's job isn't at all related to water changes, in order to "clean" the system somehow.
To tell the truth, there is no other instrument that will substitute your skimmer besides a better designed skimmer.
I'm just putting here the BEST advice for any marine setup.
It's not a rule, but the best for you and the organisms you keep in the tank.

Skimmer is welcome in any type of saltwater system.
Do a search to see which skimmer would be the best for your particular system and just get the best you can afford.
