How does the stock 18-55mm lense that comes with the Canon XSi compare to the Tamron 28-80mm F/3.5-5.6 AF Zoom Lens? I found this auction, for the XSi but it doesn't come with a canon lense only the Tamron lense. It's $648 with free shipping plus with live.com you get 8% back. That brings it to $596 shipped with a tripod, 8gb memory card, a couple filters, a wide angle lense, and a bag. Is this a good deal? He has 48,210 @ 99.4% positive feedback...

Also will the accesories that come with this package be useful or a waste? i.e. wide angle lense, filters, etc...

These deals usually aren't good value. The Tamron looks like a much lowed quality lens than the Canon, especially if you get the IS version. It is selling on B&H for $60 and still got mediocre reviews from users. Most of the 'extras' in the deal are low quality. There was discussion on here a few weeks ago about a similar. I think that titusville gave a comment about each item.
